...ok, so. It's creepy brainwashed reconstructed cyborg Claus!!! at least, that's what I assume happened to him...to be honest, his wings/arm cannon seemed more like just accessories to me (especially since it often looks like he has a normal right arm), but it would be pretty damn creepy if Porky had made him his "robot" on a more literal level...
fff I'm aware of how compositionally boring this is, I just felt like designing his uniform/drawing some mechanical wings...then giving it a cheap coloring job and disguising it with a plethora of lazy photoshop effects and textures. (from here btw)
